With or without insulator would be possible.

2.Some appliances.
     Room heater, bath room heater, air condition heater, drying tank heater, clothes dryer, hand dryer.

3. Notice in appliance.
     For increasing the power, a fan is necessary to disperse the heat out. The higher is the airflow speed, the higher is the power. The heater can operate without airflow, but it’s with a very low power.
